Similarities with the European and Australian regulatory system are expected to be seen in the new bill. The most important aspect could be the fact that the licensing regime will be supervised by the government and local authorities. Hill-Lewis claimed that he intends to introduce the bill in the coming months, so operators could start purchasing software for online casino in South Africa in the nearest future, in order to open gambling sites with casino-style games.

When it comes to the gambling taxes that operators will have to pay, Hill-Lewis said that a state-wide system will be applied, rather than a different one for each province. This is necessary in order to keep provinces from undercutting one another. The bill will require operators from the 10 provinces of South Africa to apply separately for a license, depending in which province they wish to run their operations. Even so, a national board will be in charge of overseeing if the casinos comply with the norms and standards across South Africa.

Thus, a 6 percent tax on gross gaming revenue could be applied, from which 70 percent will go to the provinces, and 30 percent to the national government.
