Anti-VPN Proxy on registration

Every time when a player tries to create(register) a new account, the system will verify if the player uses a VPN/Proxy service to possibly lie about his location and to try to bypass any geofencing. If such action is detected, then the player will NOT be allowed to register. This addon is dependable on a 3rd party API which charges 0.015$ per verification. A verification occurs every time when the player clicks REGISTER. To prevent credit exhaust, if the player is detected to have used a VPN, then his IP will be blacklisted for 30 minutes.
